I do not think that Google did anything wrong, so many companies/websites do the same thing just less publicly and nobody says anything. I understand that Google is a large and very successful corporation that has a reputation and credibility to live up to, however, by adding gmail users directly to google+ some may look at it as a positive. If people chose not to use that aspect of their account they still have that option as well. A company does what is best for them to advance their success, that is all Google has done by adding Google+ into search results, I do not think that it is a violation of any terms in anyway. I think they have the authority and right to do so and decisions like these is what has led to their continued success thus far.
