From a strictly business standpoint this decision does make sense. Considering the fact that the consumers have already signed up for Google+, and in the vast majority of cases most people are not important enough to even rank high in the search results to warrant a privacy concern. Google is all about providing useful information to consumers as fast as possible and this is a way to efficiently display relevant information. Sometimes consumers need to be told what they want before they want it.
